The primary objective of this terrestrial risk assessment is to propose detailed recommendations
sufficient to prevent and mitigate risks to human health and safety, animal and plant health, the
economy, and the ecology of the Micronesia Region from the intentional or unintentional introduction,
spread, or establishment of terrestrial alien and potentially invasive animal, plants, and diseases. These recommendations are based on risk assessments by APHIS, APHIS regulations, and established policies to determine the risks of introduction of invasive species or pathogens from the transport of passengers, baggage, cargo, commodities, and construction materials to Guam.
